The International Registration Plan (IRP) is a program for licensing commercial vehicles in interstate operations among member jurisdictions. All of North America is included in the IRP, except for Alaska, Hawaii, Mexico and the Canadian provinces of Northwest Territories and Yukon. The International Registration Plan (IRP) is a registration agreement amongst the U.S 48 contiguous states, District of Columbia, and 10 of the Canadian provinces.

The unique feature of the IRP is that it lets each registered carrier obtain one plate and registration cab card to travel in multiple states at specific weights

Why your tractor trailer needs IRP registration.

Apportioned vehicles must be registered under IRP. The term apportioned means a “prorated” registration program that allows payment of license fees based on the total distance operated in two or more member jurisdictions, these jurisdictions are the 48 states of US (Canada and Mexico are included also in certain circumstances). All jurisdictions have agreed to allow one jurisdiction (base jurisdiction) to collect the license fees due. The base jurisdiction calculates and collects the license fees due to all member jurisdictions in which the registrant’s fleet/vehicles will be operated. The fees are divided and disbursed periodically.  So if your tractor trailer operates in all 48 states, the fees paid will be disbursed to all 48 states. The Plan defines an apportionable vehicle as: any vehicle that is used or intended for use in two or more member jurisdictions and that is used for the transportation of persons for hire or designed, used, or maintained primarily for the transportation of property, and:

(i) has two axles and a gross vehicle weight or registered gross vehicle weight in excess of 26,000 pounds (11,793.401 kilograms), or

(ii) has three or more axles, regardless of weight, or

(iii) is used in combination, when the gross vehicle weight of such combination exceeds 26,000 pounds (11,793.401 kilograms).

NOTE: Vehicles operating Intrastate only, do not qualify for Apportioned Registration under the IRP
