DIR Registration

The California Department of Industrial Relations (DIR) functions to protect and improve the health, safety, and economic rights of laborers and helps their employers comply with state labor laws.

Public Works Contractor Registration

The DIR regulates public works projects, including those involving trucking and hauling. They issue a Public Works Contractor Registration Number which is required for bidding or working on public jobs.

Note: This is not a traditional permit, but more of a registration or certification.

Registration Requirements

To register, contractors must meet several criteria:

  • Have workers' compensation insurance.
  • Hold a Contractors State License Board license (if applicable).
  • Have no unpaid wage or penalty assessments.
  • Not be under federal or state debarment.
  • Must not have previously violated the registration requirement, although a first violation within 12 months may allow registration with an additional penalty.
