Partnership program — server diagnostics

Log is generated by api/PartnershipDiagnostics.ashx on the same host as partnership-program.html. On localhost it runs automatically. From a non-local machine, set PARTNERSHIP_DIAGNOSTICS_KEY in Web.config and open api/PartnershipDiagnostics.ashx?key=YOUR_SECRET.
